Phases


The Action Programme for reducing administrative burdens is comprised of several stages. Currently, the fourth stage, i.e. the procedure of normative amendments to regulations on the basis of the measures adopted, is being performed. In the last, i.e. the fifth stage, an evaluation establishing the efficiency of amendments will be conducted in order to realise the objectives of the Action Plan.

Stages performed:

  • The first stage (a list of regulations measured on the basis of the common methodology for measuring administrative costs)
  • The second stage (the measurements of the regulations - were conducted in cooperation with external contractors)
  • The third stage (on the basis of the Decision of the Government of the Republic of Slovenia, individual ministries prepared a selection of measures to reduce administrative burden


The results of the second stage show that 14 areas were included, and 71 acts and 3,529 executive regulations were reviewed, 996 of which were administratively burdensome. The analysed regulations impose administrative burdens costing 1,449 billion EUR on the economy and citizens. In order to realise the minus 25% objective, burdens have to be reduced by EUR 362 million.

The analyses of individual area or acts were performed in accordance with the common methodology for measuring administrative costs, which is extracted from the SCM international methodology and is a tool for the calculation of administrative costs.
