2. Simplification of the procedure of re-submitting of an application for child allowance.

 

Shortened and simpler application for a reduction in kindergarten payment and claiming of child benefit.

All parents who have already obtained a right to child benefit in the past only have to submit uncomplicated application to re-establish this right at the applicable centre for social work.

The Ministry of Interior has also prepared a simple e-application which can be completed and submitted electronically using a digital certificate.

As of 1 January 2015 the citizens will be exonerated of the annual re-submission of applications for the granting of social rights such as the right to child benefit by automatic issue of a decision.

 

3. Informing citizens about the expiration of their personal documents

 

Ministry of the Interior began informing citizens in writing about the expiration of their passports and identity cards in May 2013. Notifications will be sent out monthly (second week of the month) for all passports and identity cards which will expire the following month.

As of 1 June 2013, the Ministry began informing the citizens about the expiration of driving and vehicle registration certificates. While the notification of the expiration of driving licenses is going to be similar to the notification procedure of expiration of the identity card and passport, the expiry of the vehicle registration certificates will be notified to citizens via administrative units.

4. “Paperless Public administration (forms sheet free)"- amendments to the General Administrative Procedure Act

 

For 2014 the so-called ”Paperless Public administration“ is planned. On the request of and with the participation of the client, the form sheets which the client will have to attach to certain applications, will be filled in by public servant and signed by the client. The duly completed form containing the necessary information, will enable the authority faster handling, and, particularly in the case of clients without in-depth knowledge of the law, also faster decision-making on the basic claim. The result will be a shorter period from application to issuing of the decision. Enforcement of such regulation is planned in early 2014.

5. Draft amendments to the Decree on special requirements for facilities containing explosives or pyrotehnic products (OJ RS, No. 124/08, 70/12 and 90/12)

 

According to the new rules the placement of the container is enabled and selling of pyrotechnic articles is permitted for up to 5 years (previously 1 year) on the basis of the licence to set up the container on which the seller intends to place it.

With each placement of the container at the same location during the validity of the license for the sale of pyrotechnic articles the competent administrative unit will have to be notified no later than in two working days (before amendments it was required to obtain annual authorization of permit and business entities had to do unnecessary waiting until the permit was issued).
